The Galactic Republic: Intel


Intelligence in the Republic is largely in the province of two organizations. The Republic Security Organization (RSO), which places agents in both field and analysis positions, is primarily aimed at internal threats to the stability and peace of the Republic. Republic Fleet Intelligence is the main source of military intelligence, directed almost exclusively to external threats. Both organizations (and rumored others) are nominally under the oversight of the Senate Bureau of Intelligence (which also operates its own independent field operations with its own agents), but operate with a certain amount of autonomy.

Republic Security Organization (RSO)

The Republic Security Organization (RSO) places agents in both field and analysis positions and is aimed primarily at internal threats to the stability and peace of the Republic, mostly in a public role. The RSO is nominally under the oversight of two Senate Ministries: Justice and Intelligence, but operates with a certain amount of autonomy from both. The RSO operates an Office in each sector capital of the Republic, and a few in non-aligned sectors. These Offices are equipped to proactively and immediately respond to threats where and when they're encountered. A series of Regional Offices (1 Core Worlds, 2 Colonies, 2 Inner Rim and 3 Expansion Region), each with a number of ready "Emergency Threat Response Teams" (ETRT), coordinate the activities of multiple Sector Offices for serious threats too large for a single Sector Office to handle as well as providing information to and direction from RSO Headquarters on Coruscant (which has its own sets of ETRT ready to respond to events of Galactic importance).

The Chief Director of the RSO is nominated by the Minister of Justice and approved by vote of the Senate Justice Committee, as are the Bureau Assistant Directors. Regional Chiefs are nominated by the Chief Director and approved by the Senate Justice Committee, as are the Deputy Directors in charge of the Divisions. Regional Officers and Sector Chiefs are chosen by the Regional Chiefs and approved by the Chief Director. Sector Officers are selected by the Sector Chief subject to the approval of the Regional Office.

The RSO has two primary divisions or "Bureaus," Investigation and Operations, each of which has five unrelated Divisions specific to the goals of that Bureau in completing the mission of the RSO. Investigation gathers and handles an enormous amount of raw data looking for any hints, trends, and/or patterns that might indicate a potential threat to the Republic. Operations is responsible for all manned and unmanned missions, from diplomatic to direct surveillance to counterintelligence and internal security operations. A third Bureau, Commo-Net, is responsible for communication between RSO Regional and Sector Offices with each other and with HQ on Coruscant.

Media and Signal are the primary sources of raw data for the RSO. Media monitors the Holonet, broadcasts, and all forms of public (and sometimes private, with legal authorization granted by a Republic Magistrate) media looking for patterns and hidden meanings that might betray an agenda or plot threatening the security of the Republic. Generally, Media operates in a very broad and unfocussed scan of information, focusing on specific areas when required. Signal examines the channels through which the information monitored by Media is passed. Signal samples, scan rates, holographic image-packs, and line noise are examined for patterns in the place of supposed "random error."

When Media or Signal discovers something unusual, the mission is passed on to the Cryptanalysis and Technical Departments. Cryptanalysis works to break the security and decode the information. Technical studies how any hardware behind the information works, and its strengths and weaknesses to an RSO infiltration and response.

Interrogation is the 'odd man' of the Investigation Bureau. It is responsible from gathering intelligence information from detained subjects who are usually unwilling to provide it. Interrogations are subject to numerous restrictions and the Interrogation Department is that most frequently under the microscope of Senate oversight.

When an internal threat to Republic security is discovered, the Operations Bureau responds to it. Direct surveillance will give enough information to determine whether the best result is diplomacy, a team of specialists augmenting local agents and agencies (Sector Rangers, local constabulatory, etc), or infiltration for further investigation.

Republic Fleet Intelligence (RFI)

Republic Fleet Intelligence is a major asset of the Starfleet of the Galactic Republic. It is the main source of military intelligence, primarily aimed at rare external threats to the Republic. Its nominal head is the Minister of Defense, who has delegated authority for the RFI's conduct to the Secretary of the Republic Fleet. Of the four Fleet Admirals of the Republic Fleet, one takes the responsibilities for the leadership of the RFI (through the administration of the Admiral in Command of the RFI), as part his normal duties.

RFI is a military organization, a unit in the Republic Starfleet with a clear chain of command from the Ministry of Defense down to the intelligence officers stationed aboard the cruisers and bases of the Republic Defense Force. In addition to those stationed on the cruisers of the Republic Fleet, RFI provides additional personnel for the use of the Rear Admiral in command of each Sector Fleet to station Republic Fleet star-bases and installations, as necessary. From the Republic Army Detachment attached to each Line of the Republic Fleet, one platoon (usually 30 to 40 Troopers) is designated as an RFI asset, with its commander (an Army Lieutenant) specially trained by RFI for the role, to assist in security for special missions of the RFI.

Senate Bureau of Intelligence (SBI)

The primary mission of the Senate Bureau of Intelligence (charged by the Senate of the Galactic Republic, through the Ministry of Intelligence) is to coordinate intelligence between the RSO and RFI. It maintains its own agents as both an additional check on the other two organizations (and for independent verification) and as an additional intelligence "vector" of security against threats to the Republic. Where the RSO mostly operates openly, the SBI operates amidst much more public obscurity.

The Departments of the SBI are a bewildering array of alien names and anagrams, though the names themselves aren't especially secret but more a homage to certain traits and traditions of numerous alien species. SBI is a much smaller organization than the RSO or RFI, but its Special Agents are better trained and given more authority than their peers in the other organizations. The Chief Director is nominated by the Minister of Intelligence and approved by a vote of the Senate Intelligence Committee. The Department Directors are nominated by the Chief Director and approved by the Senate Intelligence Committee.

The most prominent program of the SBI is the "Commo-Net" communications network set up for the use of the RSO, RFI, and SBI for internal and cross-agency communication. Primarily set up around a dedicated and exclusive multi-encrypted hyper-transceiver network, the Commo-Net also has provisions for priority courier service, utilizing fast starships and specially trained agents. .The Network. as it is known in internal circles, is independently maintained by all three intelligence organizations, but conforms to specific security and technical standards for cross-agency, information sharing, communications.

Special Acquisitions Branch (SAB) of the Library of the Galactic Republic

The Library of the Galactic Republic is an institution of learning and scholarly pursuit, one of the oldest and most respected of the Republic. It not only maintains the Galactic Museum in Republic City on Coruscant, but also maintains the main facility of the Library of the Galactic Republic that's adjoining the Presidential Palace opposite the Senate Complex. It maintains branch Libraries throughout the Republic, in most prominent sectors. Departments include History, Anthropology, Science, Literature, Archaeology, study the various cultures and species, and their histories, of almost everything known, drawing and dispensing vast amounts of knowledge to the citizens of the Republic.

Administration of the Library of the Republic is entrusted to the President, through the Science and Culture Administration, and also reporting to the Ministry of Knowledge. The Special Acquisitions Branch of the Library of the Republic was established by the President of the Galactic Republic to allow Intelligence gathering that circumvents the pitfalls of the other organizations, namely the oversight process that has resulted in intelligence failures (leaks of undercover operations costing the lives of agents as well as mission failure and/or Republic embarrassment), though the SBI will claim all of the failures of the Intelligence apparatus of the Republic have been solved.

The SBI (and thus the Senate Intelligence Committee) have been aware of the existence of the SAB for several centuries, but so far has not chosen to challenge the growing institution. The legality of the existence of the SAB is dubious (much less its operating inside the Republic or within the territories of Republic members), but it is generally accepted as necessary to ensure no threats to the Republic escape the umbrella of the Republic intelligence assets. Presidents of the Galactic Republic have always exercised discretion with the use of the SAB and Directors of the SAB have avoided flagrant illegalities and abuses of their capabilities. Use of the SBI.s Commo-Net has not been extended to the SAB, however, and primarily it sticks to messages encoded and hidden in apparently mundane media (to which the RSO Media and Signal Divisions are continually searching) and courier ships.

The Director of the SAB is appointed by the President of the Galactic Republic. Agents are selected through a special recruitment program, the intricacy of which screens out most of the unsuitable who don't even know they're candidates. It is extremely rare for agents from other agencies to be selected and those with a history of Republic service (even the Defense Force) are rarely selected, as well.
